LANSING AND LPD ENTER THE 1990's The Lansing Police Department entered 1990 with the demand for service at a record high. The Uniform Division responded to 153,423 calls for service. Officer Phil Kelly aptly assisted citizens at a Uniform Service Desk on the first floor of the police building to alleviate calling patrol officers from the field. On-duty weapons for Lansing police officers were changed from a .38 caliber revolver to a 9mm Glock semiautomatic pistol. Representatives of LPD continued to attend meetings as liaisons for open communication between the Human Relations Board and Police Community Board. A two-day Cultural Diversity Training Program provided officers insight and a broader sensitivity into a variety of cultural backgrounds. The LPD Awards process and detailed qualifications were outlined. Officer Ron Dishaw piloted a DARE program for school children at Otto Middle School. K-9 officers responded to 1,332 calls. The S.T.A.R.T. team joined the Regional Enforcement Against Crack Houses (REACH) and conducted over 200 drug raids as they continued the fight against rising drug problems. The Tri-County Metro Squad became a nine-agency Cooperative Drug Task Force and arrested 156 persons on 218 counts, and confiscated drugs with a street value worth millions of dollars.
