CAPTAIN WARD RAINWATER Ward Rainwater joined LPD in 1935 and quickly developed a reputation as a “no politics cop.” After serving as a traffic sergeant in 1942, he was promoted to Lieutenant in 1943, and to Captain in 1950. He supervised the police pistol range, and managed a five-man pistol team. He completed his 33-year career without receiving a single written discipline. Upon his retirement in 1968 he said, “You still have to want to be a police officer, not just hold down a job, to be a good cop.” It was not unusual to hear officers training at the pistol range say, “Don’t step on the Cap’s rosebushes.” If a recruit or officer was having a “bad day at the range,” Rainwater often took him aside to help him plant rosebushes.
