REPEAL OF PROHIBITION In 1933, Congress also ratified the 21st amendment that repealed the 18th amendment and allowed each state to make the decision to be “dry” (no liquor) or “wet.” A tax placed on liquor brought additional revenues to the wet States. The State of Michigan Liquor Control Commission was organized to issue licenses for the sale of beer and liquor. Dance halls and bars opened throughout the city and after many complaints, liquor licenses were limited to a minimum of two licenses to a one-block area.
