FBI UNIFORM CRIME REPORTS

Prior to the Prohibition years police administrators were unable to compare national crime statistics. In the late 1920s, the IACP formed a committee to evaluate certain crimes based on their seriousness, frequency, and geographic areas of the country. The committee formulated a plan for crime reporting that became the foundation for the Uniform Crime Report Program. The committee also found varying degrees of punishment for the same offenses in different state codes, without distinction between felony and misdemeanor crimes. For nationwide uniformity in crime reporting, standardized offense definitions were formulated for law enforcement agencies to submit their data. Seven offenses were chosen to serve as a “Crime Index” in the overall volume and rate of crime. In 1930, an act of Congress designated the FBI & U.S. Attorney General the central collection point for U.S. Crime statistics.
