Within most organization there exists an informal group, for whatever reason, of those who are referred to as the naysayers. They often question management decisions and/or actions of their peers. Most police departments and other professional groups acknowledge their existence. LPD is no exception. In the 1940s, “The Lansing Police Steam Roller” appeared at police headquarters, from somewhere. In the 1980s and 90s, it was a bulletin entitled “Here’s Salt In Your Wound,” editors unknown. It appeared unannounced, with the comment it was protected by the 1st and 14th amendments. It contained “facts, near facts, rumors, and viable innuendos concerning “Our Poolice Department,” and stated it met a happy medium between Voltaire (for police officers) and Walt Disney (for command).
